Government mandates central approval for AI-related recruitment in Pakistan’s ministries, divisions and institutions

All recruitment processes and administrative decisions related to Artificial Intelligence (AI) across ministries, divisions, and institutions will now require prior approval from the Pakistan Digital Authority (PDA). This decision is part of a broader effort to centralise and standardise AI-related hiring practices within the government.

The policy stipulates that any AI recruitment attempt must first receive technical clearance from the PDA before proceeding with job advertisements, establishing rules and regulations, or initiating appointment procedures. This step is designed to ensure that all AI positions across governmental departments maintain a consistent standard and adhere to specific regulatory frameworks.

In line with this, under the prime minister’s guidance, the Federal Board of Revenue (FBR) has issued a circular mandating compliance with this new approval mechanism. The circular has been disseminated to all relevant departments, including all FBR field offices and headquarters, emphasising strict adherence to the procedures.

For effective coordination and compliance, the FBR has appointed its Secretary (Management), HR, IR-1 as the focal person. This role is crucial in overseeing the implementation of the new policy within the organisation.

Officials have expressed that this new measure aims to provide oversight and consistency in recruitment processes for AI roles.

The PDA has been appointed as the central body for all matters concerning AI workforce engagement. All federal institutions are required to submit relevant cases to the body.

The FBR has already started implementing these guidelines, directing all chief commissioners and directors general to ensure full compliance with the new policy. FBR secretary, management and human resources have been appointed as the focal person.
