
On January 9, the Pakistan Information Commission instructed the Director General of the Federal Investigation Agency and the Inspector General of Islamabad Police to ensure the protection of a female citizen who requested records under the Right of Access to Information Act, 2017. The directive follows allegations that the woman has been facing harassment and life threats after seeking information from the FIA.
The Commission held a hearing on the appeal, during which Advocate Munir Ahmed appeared on behalf of the complainant. He stated that the requested records were directly linked to his client’s safety and security. He further argued that the matter should be treated with urgency under Section 14(iii) of the Act, which permits expedited access where life or liberty is at risk.
The lawyer also informed the Commission that this was the applicant’s second appeal. He noted that in a previous decision, the Commission had directed that, upon refiling, the requested information be provided within three days due to the life-threatening nature of the matter. The new appeal reiterated this request for a response within the same timeframe, citing the continued seriousness of the situation.
A representative of the FIA told the Commission that the agency had written letters to relevant departments to gather the required information. However, as the information had not yet been received, an adjournment was requested. In response, the Commission granted a short adjournment to allow time for the necessary documents or comments to be submitted.
In its order, the Pakistan Information Commission directed the FIA and Islamabad Police to ensure the life and liberty of the applicant. It also instructed that copies of the decision be sent to the Ministry of Interior, the Director General of the FIA, and the Inspector General of Islamabad Police for appropriate action.
