Govt Transforms FIA Cyber Crime Wing to National Cyber Crime Investigation Agency

The government has established the National Cyber Crime Investigation Agency (NCCIA), an independent and autonomous body, by formally transforming the Federal Investigation Agency’s (FIA) former Cyber Crime Wing (CCW). The newly formed agency has been granted full authority to prevent, investigate, and take action against cybercrimes across Pakistan. It will address a wide spectrum of digital offences, including online fraud, harassment, digital blackmail, identity theft, fake websites, social media crimes, and other malicious cyber activities.

 Waqaruddin Syed, a Grade-20 officer of the Police Service of Pakistan (PSP) and former Director of the FIA Cybercrime Circle, has been appointed as the first Director General of the NCCIA.

In an official statement, the agency confirmed the complete dissolution of the FIA’s CCW, with all responsibilities, functions, and authority over cybercrime matters now transferred to the NCCIA. The statement noted that the NCCIA would exercise jurisdiction under the Prevention of Electronic Crime Act (PECA) 2025 under which NCCIA shall build its capacity for forensic analysis and its forensic analysis reports can’t be inadmissible in court for the sole basis of their origin.

The FIA no longer holds authority over cybercrime matters, reported APP citing an FIA spokesperson who urged the public to approach the nearest NCCIA Circle Office.
