Committee formed to review Pakistan Media Development Authority

ISLAMABAD: National Assembly Standing Committee on Information and Broadcasting on Thursday constituted a sub-committee to hold negotiation with journalist bodies for evolving consensus on the proposed Pakistan Media Development Authority (PMDA).

Presiding over to the panel, Member of National Assembly of PMLN Javed Latif assigned the sub-committee with task to hold regular consultation with the journalist organizations over the proposed authority.

The sub-committee would be headed by Marriyum Aurangzeb, while Kanwal Shauzab and Dr Nafisa Shah would be members of the body.

At the outset of meeting, held at Pakistan Electronic Media Regulatory Authority (Pemra) Headquarters, the committee members offered Dua-e-Maghfirat for the departed soul of Hurriyat leader Syed Ali Geelani.

Briefing the committee on PMDA, Minister for Information and Broadcasting Chaudhry Fawad Hussain said consultation with relevant organizations including Council of Pakistan Newspapers Editors, Pakistan Broadcasters Association and others, was underway.

He said Prime Minister Imran Khan had emphasized on materializing the initiative in consensus with the stake-holders, though some people did not want the media to be regulated. The minister said the proposed PMDA was aimed at merging different organizations including Pemra, Press Council of Pakistan, (PCP), Central Board of Films Censors (CBFC), Press Registrar Office, Audit Bureau of Circulation (ABC), Implementation Tribunal for Newspaper Employees (ITNE) to deal with electronic, print, digital media and films under a single regulatory authority.

He further briefed the committee that Pakistan Electronic Media Ordinance 2002 as amended by PEMRA Amendment Act 2007, the Motion Picture Ordinance 1979, the Press Council of Pakistan Ordinance, 2002, the Press, Newspaper, News Agencies and Books Registration Ordinance, 2002, Newspaper Employees (Conditions of Service) Act 1973 would be repealed.

He said the government was striving to provide one-window operation to media and their subscribers alike. Guidance over the PMDA’s draft had been deduced from the relevant laws, enforced by the developed countries including United Kingdom, Australia, European Union and others, he added.

Highlighting the contours of PMDA’s draft, the minister said there were seven rules and bodies proposed in the PMDA’s draft for regulating the media industry.

He said media complaint commissions would be constituted in seven major cities under the PMDA. An independent commission would be set up to appoint their four members, each from the government and private sector.

The minister ruled out possibility of any compromise on those clauses of PMDA which were meant to ensure media workers’ rights and curb fake news. The main concerns of detractors were about the rights of media workers and dealing of fake news proposed in the PMDA, he added.

He said some five directorates of films were being set up in seven big cities under the PMDA. The government intended to initiate one-window operation for the aspirants of NOCs for making films to minimize their ordeals. Criminal section was not being added in proposed PMDA law.

Talking about fake news, Fawad said media was being used as a tool in the ongoing media war game. Pakistan can’t turn a blind eye to conspiracies against Pakistan, he added.

In the EU Disinformation Lab report, some 875 fake websites were pointed out for being used for spreading such news against the country. The trend of civil war in Karachi was imported from Ahmedabad, India.

He said the country was still on Financial Action Task Force’s (FATF) grey list despite enduring economic losses of over $ 150 billion and sacrificing more than 80,000 lives in the war against terrorism.

He said articles were being published against China Pakistan Economic Corridor (CPEC) sans bothering to have government’s stance on it.

Various anti-Pakistan twitter trends were launched from Afghanistan, he said adding out of which most trends especially the hashtag ‘sanctionpakistan’ trend was run against Pakistan under the patronage of India’s Research and Analysis Wing (RAW). However, all the conspiracies being hatched against the country would be foiled with joint efforts, he added.

He said the social media advertisement earnings in Pakistan had already touched whopping Rs25 billion mark. Technology giants Google and Facebook had earned Rs7 billion from Pakistan advertisement in one year. The country has to regulate the money that was flowing out of Pakistan in dollars.

In Pakistan, he said there were some 114 satellite channels. Of which there were some 31 news and 42 entertainment channels. In Pakistan, there were some 14 children channels. The landing rights have been granted to 42 channels.

Similarly, there were some 258 FM Radios working in country. Some, 4,026 cable TV operators were currently working in the country. They were being allowed to buy and broadcast the content on their respective cable networks. The country has six mobile TVs and 12 IPTVs.

In country, there were some 1,672 ABC certified newspapers. Out of which a vast number of newspapers were dummy papers. There were some 185 million mobile and 104 million broadband subscribers.

The number of 3G and 4G subscribers was 102 million, he said, adding that some 65 million people were using WhatsApp in the country. Gaming has also become a main industry in the country. A Pakistani child has earned $16 million gaming.

During the meeting, Inspector General of Police, (ICT), briefed the committee regarding progress on investigation of attacks on former Pemra chairman/ senior journalist Absar Alam and Asad Toor.

The committee deferred the government Bills, namely, The Motion Picture (Amendment) Bill 2020, The Pakistan Broadcasting Corporation (Amendment) Bill 2020, The Associated Press of Pakistan Corporation (Amendment) Bill 2020 and a Private Member Bill, The Pakistan Electronic Media Regulator Authority (Amendment) Bill 2020 (moved by Ms. Uzma Riaz, MNA) and Calling Attention Notice No. 29 regarding increasing obscenity on TV channels (moved by Maulana Abdul Akbar Chitrali and other MNAs) till its next meeting due to paucity of time.

The meeting was attended by Nasir Khan Musa Zai, Tahir Iqbal, Muhammad Akram Cheema, Aftab Jehangir, Ms. Javaria Zafar Aheer, Ms. Syma Nadeem, Ms. Kanwal Shauzab, Rana Iradat Sharif Khan, Nadeem Abbas, Marriyum Aurangzeb, Maiza Hameed, Saad Waseem and Zulfiqar Ali MNAs (Naz Baloch & Dr. Nafisa Shah, virtual presence), Minister for State, Information & Broadcasting Farrukh Habib and Maulana Abdul Akbar Chitrali, MNA/Mover, besides senior officers from M/o Information & Broadcasting, M/o Interior, PEMRA, Ministry of Law Justice and Police Department, Islamabad.

Assistance sought from Australian, English laws to draft Pakistan Media Development Authority: Fawad

ISLAMABAD – Federal Minister for Information and Broadcasting Chaudhry Fawad Hussain Thursday said that social media regulation is very imperative as social media advertising has swelled to Rs25 billion.

While briefing the National Assembly Standing Committee on Information and Broadcasting on Pakistan Media Development Authority (PMDA) here on Wednesday, the minister said that regulating the media is important and ahead of constituting PMDA, respective laws in UK, India, Australia, Singapore and European were thoroughly monitored and studied.

He said that advertising on social media is mounting and we have to regulate the money that is flowing out of Pakistan in dollars. He briefed the Committee on strength of TV channels in the country stating that there are 114 satellite channels in Pakistan. He added that number of news channels are 31 while there are 42 entertainment channels in the country. He also revealed that landing rights have been granted to 42 channels while there are 14 children’s channels operating in the country. He also informed the NA Standing Committee on Information and Broadcasting that there are 258 FM radios channels in Pakistan. He also added that numbers of cable TV operators in the country are 4026. There are six mobile TV channels and 12 IPTV channels in the country, said Fawad.

The information minister informed the committee that Cable TV operators were also allowed to run their transmission by purchasing their content. He also revealed that there are 1672 ABC certified newspapers in Pakistan adding that there was a large number of strength of fake newspapers in the country. He also stated that a total of mobile subscriptions in the country are 185 million.

There are 104 million broadband subscribers and 102 million 3G-4G subscribers in the country, said Fawad. The minister also revealed that there are 65 million people are on WhatsApp in Pakistan. Google and Facebook have secured seven billion ads from Pakistan in a year, said Fawad adding that games have become a huge and massive industry in recent years. A Pakistani child has earned 16 million dollars by playing games, said Federal Minister of Information.

The information minister said that through EU Disinformation Lab, 875 fake websites were utilized to spread fake news about Pakistan. The trend of civil war in Karachi started from Ahmedabad, India, Fawad revealed before NA Standing Committee on Information. He also added that action was being taken against TLP in Karachi.  The Information Minister also stated the NA Standing Committee on Information that there are seven bodies for regulating the media. The Press Council decided 29 cases at a cost of Rs 500 million, he added.

Highlighting Pakistan Media Development Authority features, he said that assistance was sought from Australia and English Laws to draft PMDA. He stated that PMDA is being established to bring all the rules and respective forums under one platform.  The minister said that the government aims at providing one window operation to media and consumers. There are serious problems in the NOC of any film, said Fawad. He added that the government also wanted to create a one-window operation for the NOC of the film. Criminal section is not being included in any media development authority law, said Information Minister.

He added that five directorates will be set up under the Media Development Authority and a Media Complaints Commission will be formed under the authority. He said the first Media Complaints Commissions will be set up in seven major. There will be an independent Complaints Commission.

He said the commission will have four members from the government and four from the media industry.

Earlier, State Minister for Information and Broadcasting Farrukh Habib said protection of journalists is responsibly of the government. He disclosed that Information Minister Fawad Chaudhry cooperated to get registered FIR of Asad Toor. He said that bill for welfare of journalists was put forward in the house, he personally believed that it will be approved.

Marriyum Aurengzaib commenting on statement of Fawad Chaudhy complained that conduct of Federal Information Minister in committee meeting was inappropriate. Chairman Standing Committee on Information Javed Latif said that Interior Minister had contended on Asad Toor issue that they have reached near the culprits. He questioned that does Interior Minister hiding something.

Chairman Information Standing Committee Javed Latif said that if Interior Secretary does not come in the next meeting, we will better visit him in his office.

PPF remembers media workers Ejaz Raisani and Muhammad Sarwar lost on the frontlines

On September 3, 2010, two media staffers — Samaa TV camera operator Ejaz Raisani and Aaj News driver Muhammad Sarwar — were killed in a suicide attack on a procession in Quetta, the capital city of the Balochistan province that claimed the lives of at least 64 people and  over 160 injured in the blast. The procession was organised by the Shiite Imamia Students’ Organisation to mark Al Quds Day to express solidarity with the Palestinians.

On the fateful day, the journalists were covering a protest march when the suicide bomb went off, which was then followed by shooting. The people participating in the procession then started firing, triggering chaos and panic. People fled or lay on the ground to avoid the gunfire. Several people, including journalists, were injured as a result of the shots.

Pakistan Press Foundation (PPF) commemorates the lives of the two media staffers who lost their lives in the incident and recognizes their role on the frontlines. The incident also left several media workers injured thus highlighting the need for media on the frontline to be provided with the necessary safety equipment.

Of the two media workers who lost their lives, Sarwar died on the spot after being struck by bullets while Raisani was injured in the blast receiving two bullet wounds. Three days later, on September 6, he died.

Speaking to PPF, Sarwar’s brother Anwar said Sarwar was the only breadwinner of their family as Anwar was studying at the time. Anwar said that Aaj News had provided them with a lot of help at the time. However, he was unhappy with the investigation process and the government’s support.

Aaj News Quetta Bureau Chief Mujeeb Ahmed said that Sarwar was passionate about his work and drove safely. He said Sarwar was away from the zone but due to the firing, died on the spot.

Samaa TV Quetta Bureau Chief Jalal Noorzai said that Raisani died and a reporter Noor Elahi Bugti got injured in the incident. He recalled that Raisani was “very passionate and hardworking.

According to Noorzai, Raisani was the only breadwinner of his family and the network has helped his family by bearing his children’s expenditures. Initially they were given Rs1 million and they continued to pay Raisani’s salary to his wife.

Quetta Press Club President Khaliq Rind said that he had good working relations with Raisani who he described as “very enthusiastic and dedicated to his work [at a] young age”.

“His death was a major loss [to the] media community,” he said.

Media workers injured

Several other journalists were injured including a reporter for Samaa TV Noor Elahi Bugti, the bureau chief for ARY News Mustafa Tareen, a camera operator Aminullah Mengal, a camera operator for Express News Shahid Mukhtar, a reporter for Express News Irshad Mastoi, camera operator for Geo News Imran Mukhtar, and camera operator for Dawn News Fateh Shakir.

Angry protestors had also fired gunshots at the Direct Satellite News Gathering (DSNG) vans of the TV channels Aaj News, Dunya TV, Express News and Dawn News.

Bugti told PPF that he was injured on his head and arm. He was initially treated at CMH after which he was treated at Civil Hospital for 12 days According to Bugti, there were no safety precautions or life jackets available at the news organisation at the time which he believed was the reason cameraman Raisani had died and that he was injured. He said that it was the practice at the time and many journalists died while reporting in Quetta.

Now Bugti is the AbbTakk News Bureau Chief and he makes sure that all precautionary equipment is available for every cameraman, reporter and other crew members.

Another of the injured media workers, Mengal said that he received minor injuries in the incident and his left arm was still not fully functional. Mengal was treated at the CMH for a day but his employers ARY News supported his treatment at Aga Khan University Hospital. Two months after the incident, Mengal rejoined work. He continues to work as ARY News Quetta as a senior cameraman and now with complete safety precautions.

Injured in the incident, Shakir who is now Balochistan Union of Journalists General Secretary and 24 News senior cameraman said that no safety measures were taken at the time. After the incident, Dawn had provided them with life jackets. However, at his current employers, 24 News, no one is following such measures for safety.

Shakir said that after the incident the fear of [losing] his life has become permanent.

He advised young journalists that they are going to report and cover the news and shouldn’t become the news story themselves.

“First think of your families and follow all basic security measures,” he said, adding that he was disheartened when his employer organisation had not supported him. He said that they had not covered either medical or other expenses.

Tehreek-i-Taliban Pakistan’s (TTP) suicide wing Qari Hussain had said the attacks had been carried out by Taliban suicide bombers. However, Lashkar-e-Jhangvi also claimed responsibility for the attack and had said a 22-year-old suicide bomber Rashid Moaawia carried out the attack.

Then Balochistan home secretary Akbar Hussain Durrani said that the organisers of the procession had been alerted to the threat.

Bomb disposal squad officials said the device packed 15 kilograms of explosives. The impact of the blast smashed windows of a number of shops and buildings. All shopping centres and business establishments shuttered down after an angry mob set several vehicles on fire and ransacked some shops.

According to The Express Tribune, police had taken 20 suspects into custody and then Balochistan chief minister had formed a judicial tribunal to investigate the attack.

City Police Station Head Moharar Shabbir told PPF that Lashkar-e-Jhangvi was responsible for the attack but no one was arrested from the militant group. He said that police had arrested the organisers of the protest rally. Later, however, the Anti-Terrorism Court in Quetta had closed the case and granted them all bail.

اس بدقسمت دن صحافی، احتجاجی مارچ کی کوریج کررہے تھے جب خودکش بم دھماکہ ہوا جس کے بعد جلوس میں شریک افراد نے فائرنگ شروع کردی جس سے افراتفری اور خوف و ہراس پھیل گیا۔ لوگ گولیوں سے بچنے کے لئے بھاگے اور زمین پر لیٹ گئے۔ گولیاں چلنے سے صحافیوں سمیت متعدد افراد زخمی ہو ئے تھے۔

پاکستان پریس فاؤنڈیشن (پی پی ایف) نے میڈیا سے منسلک ان دو لوگوں کی زندگیوں کو یاد کیا اور فرنٹ لائنز پر ان کے کردار کو تسلیم کیا جنہوں نے اس واقعے میں اپنی جانیں گنوائیں ۔ اس واقعے میں متعدد میڈیا کارکنان بھی زخمی ہوئے تھے، اس طرح فرنٹ لائن پر کام کرنے والے میڈیا ورکرز کو ضروری حفاظتی سازوسامان فراہم کرنے کی ضرورت کو اجاگر کیا گیا۔

جان سے ہاتھ دھونے والے دو میڈیا کارکنوں میں سے سرور گولیوں کی زد میں آکر موقع پر ہی ہلاک ہو گیا تھا جبکہ رئیسانی دھماکے میں زخمی ہو ئے، انہیں دو گولیاں لگیں اور تین دن بعد 6 ستمبر کو ان کا بھی انتقال ہو گیا تھا۔

 پی پی ایف سے بات کرتے ہوئے سرور کے بھائی انور نے کہا کہ سرور ان کے خاندان کا واحد کفیل تھا کیونکہ انور اس وقت تعلیم حاصل کر رہا تھا۔ انور نے بتایا کہ آج نیوز نے اس وقت انہیں بہت مدد فراہم کی تھی تاہم وہ تحقیقاتی عمل اور حکومت کی حمایت سے ناخوش تھے۔

آج نیوز کوئٹہ کے بیورو چیف مجیب احمد نے کہا کہ سرور کو اپنے کام سےبہت لگاؤ تھا اور وہ  بحفاظت  گاڑی چلاتا تھا۔ انہوں نے بتایا کہ سرور دھماکے کی جگہ سے دور کھڑا تھا لیکن فائرنگ کی وجہ سے اسے گولی لگی اور وہ موقع پر ہی دم توڑ گیا

سماء ٹی وی کوئٹہ کے بیورو چیف جلال نورزئی نے بتایا کہ واقعے میں رئیسانی جاں بحق اور ایک نامہ نگار نور الٰہی بگٹی زخمی بھی ہوئے تھے۔ انہوں نے بتایا کہ رئیسانی “بہت پرجوش اور محنتی” انسان تھے۔

 نورزئی کے مطابق رئیسانی اپنے خاندان کا واحد کمانے والا تھا اور ادارے نے اس کے بچوں کے اخراجات برداشت کرکے اس کے خاندان کی مدد کی ۔ ابتدائی طور پر انہیں ایک ملین روپے دیئے گئے تھے اور ادارہ رئیسانی کی تنخواہ اب بھی اس کی اہلیہ کو ادا کر رہا ہے۔

پریس کلب کے صدر خالق رند نے کہا کہ رئیسانی کے ساتھ ان کے اچھے پیشہ ورانہ تعلقات تھے جنہیں انہوں نے “پرجوش اور کم عمری میں اپنے کام کے لیے وقف” قرار دیا۔

انہوں نے کہا کہ ان کی موت میڈیا کمیونٹی کے لیے ایک بڑا نقصان تھا۔

مشتعل مظاہرین نے ٹی وی چینلز آج نیوز، دنیا ٹی وی، ایکسپریس نیوز اور ڈان نیوز کی ڈائریکٹ سیٹلائٹ نیوز گیدرنگ (ڈی ایس این جی) گاڑیوں پر بھی گولیاں چلائیں۔

بگٹی نے پی پی ایف کو بتایا کہ انکا سر اور بازو زخمی ہوا تھا۔ ابتدائی طور پر ان کا سی ایم ایچ میں علاج کیا گیا جس کے بعد وہ 12 دن تک سول اسپتال میں بھی زیر علاج رہے۔ بگٹی کے مطابق اس وقت نیوز آرگنائزیشن میں کوئی حفاظتی احتیاطی تدابیر یا لائف جیکٹ دستیاب نہیں تھیں جس کے بارے میں ان کا خیال تھا کہ کیمرہ مین رئیسانی کی موت اور ان کے زخمی ہونے کی وجہ بھی یہی تھی۔ انہوں نے کہا کہ اس وجہ سے کوئٹہ میں رپورٹنگ کے دوران بہت سے صحافی ہلاک ہو ئے۔

اب بگٹی اب تک نیوز کے بیورو چیف ہیں اور وہ اس بات کو یقینی بناتے ہیں کہ تمام احتیاطی سامان ہر کیمرہ مین، رپورٹر اور عملے کے دیگر ارکان کے لئے دستیاب ہو۔

ایک اور زخمی میڈیا کارکن مینگل نے بتایا کہ انہیں اس واقعے میں معمولی چوٹیں آئیں اور ان کا بایاں بازو ابھی تک مکمل طور پر ٹھیک طرح سے کام نہیں کررتا۔ مینگل کا ایک دن سی ایم ایچ میں علاج کیا گیا اس کے بعد اے آر وائی نیوز کے مالکان  نے آغا خان یونیورسٹی اسپتال میں ان کا علاج کروایا۔ اس واقعے کے دو ماہ بعد مینگل نے دوبارہ کام کرنا شروع کیا۔ وہ ایک سینئر کیمرہ مین کے طور پر اے آر وائی نیوز کوئٹہ سے منسلک ہیں اور اب مکمل حفاظتی احتیاطی تدابیر کے ساتھ کام کرتے ہیں۔

واقعے میں زخمی شاکر جو اب بلوچستان یونین آف جرنلسٹس کے جنرل سیکرٹری اور 24 نیوز کے سینئر کیمرہ مین ہیں، انھوں نے بتایا کہ اس وقت کوئی حفاظتی اقدامات نہیں کیے گئے تھے۔ اس واقعے کے بعد ڈان نے انہیں لائف جیکٹس فراہم کی تھیں۔ تاہم، ان کی موجودہ آرگنائزیشن، 24 نیوز میں، حفاظتی اقدامات پر عمل نہیں کیا جارہا ہے۔

شاکر نے کہا کہ اس واقعے کے بعد “زندگی کے کھونے کا خوف” مستقل ہو گیا ہے۔

انہوں نے نوجوان صحافیوں کو مشورہ دیا کہ وہ خبروں کی رپورٹنگ اور کوریج کے دوران یہ یاد رکھیں کہ انہیں خبر کی رپورٹنگ کرنی ہے خود خبر نہیں بننا۔

انہوں نے کہا کہ پہلے اپنے گھر والوں  کے بارے میں سوچیں اور تمام بنیادی حفاظتی اقدامات پر عمل کریں۔ ان کا مزید کہنا تھا کہا کہ جب ان کی امپلائر آرگنائزیشن نے ان کا ساتھ نہیں دیا تو وہ دلبرداشتہ ہوگئے تھے، انہوں نے کہا کہ نہ ان کے طبی اور نہ ہی دیگر اخراجات پورے کئے گئے۔

تحریک طالبان پاکستان کے خودکش ونگ کے قاری حسین نے کہا تھا کہ یہ حملے طالبان کے خودکش بمباروں نے کیے ہیں تاہم، لشکر جھنگوی نے بھی حملے کی ذمہ داری قبول کی تھی اور کہا تھا کہ 22 سالہ خودکش بمبار راشد معاویہ نے یہ حملہ کیا ہے۔

اس کے بعد بلوچستان کے ہوم سیکرٹری اکبر حسین درانی نے بتایا کہ جلوس کے منتظمین کو خطرے سے آگاہ کردیا گیا تھا۔

بم ڈسپوزل اسکواڈ کے عہدیداروں نے بتایا کہ ڈیوائس میں 15 کلوگرام دھماکہ خیز مواد بھرا گیا تھا۔ دھماکے کے اثر سے متعدد دکانوں اور عمارتوں کی کھڑکیاں ٹوٹ گئیں تھیں، مشتعل ہجوم نے متعدد گاڑیوں کو آگ لگانے اور کچھ دکانوں میں توڑ پھوڑ کرنے کے بعد تمام خریداری کے مراکز اور کاروباری اداروں کو بند کروادیا تھا۔

دی ایکسپریس ٹربیون کے مطابق پولیس نے 20 مشتبہ افراد کو تحویل میں لیا تھا اور پھر بلوچستان کے وزیر اعلیٰ نے حملے کی تحقیقات کے لیے عدالتی ٹریبونل تشکیل دیا تھا۔

سٹی تھانے کے محرر شبیر نے پی پی ایف کو بتایا کہ لشکر جھنگوی اس حملے کا ذمہ دار ہے لیکن عسکریت پسند گروہ سے کسی کو گرفتار نہیں کیا گیا۔ انہوں نے کہا کہ پولیس نے احتجاجی ریلی کے منتظمین کو گرفتار کیا تھا۔ تاہم بعد ازاں کوئٹہ کی انسداد دہشت گردی عدالت نے مقدمہ بند کر کے ان سب کی ضمانت منظور کر لی تھی۔
